Power Transfer and Empowerment:The Process and Mechanism of the Formation of Rural Social Organizations:A Case Study Based on the Construction of Township Council in Y City,Western Guangdong

Abstract: Rural social organization is the basic link to achieve the effective connection between the state and society,which plays a very important role in social governance.Cultural resources and economic resources are the most important variables in the formation process of rural social organizations.Thanks to the power transfer from rural grassroots government,the formation of the two resources activate the once declining but surviving traditional culture.At the same time,as the grass-roots government continues to empower the growing organizations through institutional supply and means of "award instead of subsidy",the increasingly revived cultural resources play a link role in absorbing economic resources.Therefore,although cultural resources and economic resources are the basic variables that affect the gestation of rural social organizations,limited power transfer and policy empowerment are the influence mechanisms behind them.
