Abstract: Cultural cognition has distinct subjective characteristics,and the existing cultural cognition and its structure,that is,"cognitive schema",play a decisive role in cognition.As a purposeful and conscious cultural activity,community governance is also influenced by cultural cognition and its cognitive schema.The main manifestation is that the cultural cognition constitutes the basis of community governance value choice,tool choice and subjective attitude direction.At present,there are obvious cultural cognitive dilemmas in the construction of community governance system in our country,including the cognitive errors of"omnipotent government" of grass-roots government,"administrative orientation" of community organizations and "hitchhiking" of community residents.The way to solve this cultural cognition dilemma lies in renewing the knowledge base,optimizing the empirical basis and rebuilding the institutional basis of community governance.
