Abstract: The non-equilibrium in China mainly lies in the powerful state power and the weak society power.Within social power,the elites enjoy overwhelming power,while the public enjoys much less power.This leads to the absence of social impartiality,the legitimate crisis for reform and increases of unstable factors.In order to keep equilibrium between state power and social power,the state should enhance the degree of returning the power to society especially to the public.In order to keep equilibrium among social power of different groups,we need to enhance the power of the public,restrict the power of capita and guide the power of knowledge.
