Abstract: The theory of policy implementation has gone into the study of the third generation.However,it is still common that western theories are used to analyze the practice in China.Now a breach of socialist deliberative democracy is found to apply western theories to Chinese practice.It can improve the research method,enlarge research unit,and reveal the essence of policy implementation,and promote local government’s capacity in decision-making,training implementation object,developing scientific way of implementation,and form effective supervision over implementation.Of course,socialist deliberative democracy still needs to be perfected in such aspects as the system itself,the process of optimization,the form,and the training of democratic culture.With the improvements in these aspects,socialist deliberative democracy will surely do contribution to the upgrading of local government’s capacity of policy implementation.
