Abstract: The villagers autonomy falls into social autonomy,is not national activities.It is suggested that the Constitution shall stipulate the social autonomy in its General Principles,and grant citizen autonomy in “Fundamental Rights of Citizens”,and delete the provisions of self-management organizations at grass-roots levels in Article 111,and thus reasonably define the villagers’ autonomy as the Constitutional rights.In accordance with the Constitution,based on the right of villagers’ autonomy,The Code of Villagers’ Autonomy shall be formulated,which can establish a multiple autonomy modes,and establish a complete legal system for villagers’ autonomy.
