Abstract: As an active actor in the negotiation of international climate change,EU made lots of achievements and also encountered plenty of problems.The practice of Lisbon treaty can help solve these problems.For instance,the new Treaty endows the EU with the legal personality and promotes the integration of climate change policy in the union.And the institutional change can help EU perform better in the international climate change negotiation.
