The Implementation and Countermeasures of the Supporting Teaching Plan in the “Three Areas”of Hunan Province

Abstract: The Supporting Teaching Plan in the “Three Areas” (the remote poverty-stricken areas,the ethnic minority areas of the frontiers,and the old revolutionary base areas) is an important measure to promote targeted poverty alleviation and the construction of rural teaching faculty.Since the spring of 2014,Hunan province has officially implemented the Supporting Teaching Plan in the “Three Areas”.Noticeable effects have been achieved,such as,modifying the defects in construction of rural teaching faculty,providing growth opportunities for urban teachers,and establishing long-term communicating mechanism between urban and rural schools.However,there are still some problems in the implementation of this plan,including the imperfection of the docking mechanism,the selection criteria and the incentive measures,etc.It is necessary to optimize the regional education ecological environment,adjust the relevant policies and regulate the incentive measures of the teachers.
