Abstract: Internet public opinion in institutions of higher learning during the information technology era is characterized by highsusceptibility and frequency.Lack of timely monitoring,analysis and scientific response to it will make the situation worse.This paper,starting from the relationship between the dissipative structure theory and the internet public opinion,analyzes the evolution path of the dissipative structure of internet public opinion in institutions of higher learning,and puts suggestions on the management mechanism for it,namely,the constructions of guarantee mechanism of resources,of the motivation response mechanism,and of the route guidance mechanism so as to provide beneficial reference paradigm to deal with the internet public opinion under the new economy norm.
