摘要:世界贸易组织多哈回合出现了以谈判集团为载体的谈判模式。这一谈判模式一方面以集团内部的沟通与协调为基础,减小了谈判成本,提高了谈判效益,推动了多边贸易体制谈判的民主化、透明度;但另一方面,集团的产生也使得谈判中的利益协调更趋复杂,达成最终协议的难度增大,多哈回合谈判还需要更多的时间来完成。

Abstract: In Doha Round,a negotiation mode appeared with the negotiation groups acting as the carrier.On the one hand,this mode,based on communication and coordination within the members groups,reduced negotiation cost and promoted democracy of negotiation system in the multilateral trade;on the other hand,the appearance of groups also made it difficult to coordinate interest and reach agreement.Doha Round negotiation needs more time to be completed.
