摘要：面临矿产资源日益枯竭的矿业集群如何在区域背景下完成转型是矿业集群实现可持续发展的关键。从矿业投入集群探讨矿业集群的生命周期特征，并在分析矿业集群形成机理和演化特征的基础上，构建城市与区域协同发展的概念模型，指出矿业集群与区域协同发展要实现三个功能的转变：地方政府功能由主体功能向服务功能转变，极化中心从单核结构向多核结构转变，区域从局部发展向整体提升转变。只有实现了区域城市功能的转型，才能实现集群与区域的协同发展。

Abstract: How to complete the transition of the depleting mining in the regional context is the key to sustainable development of mining cluster.The paper studied the characteristics of life cycle of the mining cluster by exploring the mining investment clusters,and constructed the conceptual model of the coordinated development of the urban and regional based on the analysis of mining cluster formation mechanism and evolution,summed up that the mining cluster and regional collaboration development must achieve three functional changes:the local government functions from main function to the service function;the polarization center from a single structure to the multi-structure;region from regional development to the enhancement of the overall change.Only when we realize the transformation of the regional urban functions can we achieve the cooperative development of clusters and regions.
