摘要：少数民族地区在西部大开发中要解决的一个根本问题就是如何增强自我发展能力。它包括: 加强基础设施建设;培育资源发展优势产业和特色经济; 实施可持续发展战略; 提高人口素质;整合民族文化; 扩大改革开放;开拓市场等。

Abstract: How to enhace self-developing ability of the minority areas is a fundamental problem to be solved in their various undertakings during the grand exploitation of western regions. These undertakings include: strengthening the construction of base facilities, building up pillar industries, implementing the strategy of sus tainable development,improving human quality, optimizing nationalities culture, carrying out the reform and open-door policy, broadening the production market, etc.
