摘要/Abstract

摘要：县级政府决策能力意义重大。县级政府决策能力受多种变量制约，而这些变量在实践中却存在多种问题，影响县级政府决策能力。从新制度主义的视角分析，制度是造成这些问题的根源所在。系统解决县级政府决策能力的问题必须诉诸于制度创新。

关键词： 县级政府, 决策能力, 新制度主义, 制度创新

Abstract: The ability to make decisions at the county level can be influenced by multiple variants.Analyzing from the perspective of new institutionalism,we may find that ineffective institution is responsible for these problems.Institution innovation is an effective way to solve “North paradox” and promote economic growth,and thus will improve the ability of decision-making at the county level.
