    The discourse of the Chinese way to modernization is rooted in the basic principles of modernization derived from the Marxist theoretical framework.It draws upon the indigenous interpretations of modernization developed by Chinese intellectuals since the modern era,incorporates civilizational concepts and early Western theories of modernization,and references the relevant theories of national modernization advanced by Lenin and Stalin.Its formation has experienced four developmental stages:initial gestation,foundational establishment,pioneering development,and progressive expansion.From the perspective of narrative structure,this discourse adheres to a people-centered value orientation in its stance,focuses on the historical aspiration of achieving the great rejuvenation of the Chinese nation in its direction,expands from localized priorities to comprehensive and systemic dimensions in its conceptual scope,maintains a path-oriented model of blazing our own trail in terms of characteristics,and emphasizes the dynamic integration of revolution and modernization along its central narrative thread.As the latest achievement in the development of socialism with Chinese characteristics-both theoretically and practically-the discourse of the Chinese way to modernization enriches Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,strengthens the public's sense of identification with Chinese-style modernization,shapes accurate international understandings of China's modernization path,enhances China's global discursive power,and reconstructs the existing structure of the global discourse of modernization.In doing so,it generates profound and far-reaching value of times.

    The Yan'an period was a crucial stage for the Communist Party of China (CPC) in advancing the integration of the basic tenets of Marxism with China's specific realities and fine traditional culture.Promoting the integration of the basic tenets of Marxism with China's fine traditional culture was an inevitable choice made by the CPC under specific historical conditions,rooted both in the internal logic of the adaption of Marxism to the Chinese context and in the objective needs of the times and social transformation.In response to the national crisis and societal transition,the CPC demonstrated a high level of theoretical consciousness and cultural responsibility,using Party newspapers and journals as important vehicles.Through the interplay of internal and external conditions,the CPC continually deepened this integration process,making it a driving force for revolutionary theoretical innovation and the revival of national culture.Specifically,the CPC utilized its newspapers and journals as platforms,employing ingenious methods to interpret Marxism in ways that highlighted Chinese characteristics and style.This approach facilitated profound intellectual integration and active theoretical innovation,providing clear direction for cultural fusion and constructing a theoretical framework for integrating Marxism with China's fine traditional culture.

    Contemporary advancements in technology and education strongly advocate for interdisciplinary integration.Deepening the integration of physical education (PE) and health education (HE) highlights clear goal orientation,problem-solving focus,and innovation drive,aiming to implement the "health-first" educational philosophy,promoting students' physical and mental well-being,robust physique,and comprehensive development.Practical experiences from countries like New Zealand,Australia,and Japan indicate that although the content and methods of PE and HE differ and have distinct emphases,both are crucial pathways for fostering students' holistic physical and mental development.There is a need to shift from prioritizing PE over HE,to moving beyond viewing them as separate disciplines or courses,and to cease treating PE and HE as entirely disconnected entities in practical teaching.In China,deepening the integration of PE and HE should embrace a "holistic view of sports","holistic view of health",and "integrated view of PE and HE",breaking away from traditional thinking that discusses sports and health in isolation.It requires transcending disciplinary boundaries to treat PE and HE as an integrated whole,emphasizing structured knowledge and skill instruction in both areas to enhance students' cognitive abilities,practical application skills,and problem-solving capabilities.Creating authentic and complex movement and life scenarios can enrich personalized learning experiences,fostering innovative thinking and core competencies.Focusing on interdisciplinary thematic learning breaks down subject barriers and segmented teaching models,promoting the acquisition of multidisciplinary knowledge and skills.

    The reform of pre-service health and physical education teacher training in Australia offers valuable insights for the development of similar programs in China.This evolution has undergone five phases:germination,initiation,evolution,maturation,and reform development.Throughout these stages,standards have been set for entry qualifications,curriculum design,and graduation requirements aimed at ensuring the quality of pre-service teacher education from admission ("entry"),through training ("processing"),to graduation ("exit").Key features of the Australian model include high entry barriers that balance academic performance with non-academic capabilities,an emphasis on expanding into secondary subject areas,creating distinctive educational offerings,a core focus on general pedagogical knowledge and skills to promote integration between physical education and health education,and enrichment of professional skills,with attention to guiding the growth and professional development of pre-service teachers.To enhance its own pre-service physical education teacher training,China should consider raising entry thresholds for pre-service physical education teachers by establishing and refining multidimensional selection mechanisms,clearly defining professional orientations to cultivate "versatile" talents in physical and health education,optimizing teacher education curricula to extensively incorporate health education courses,broadening the scope of professional skills to elevate the social recognition of physical education teachers,and adopting an "output-oriented" approach to formulate learning outcome standards for graduates in physical education.

    Community-based sports and health governance that promotes high-quality population development represents a crucial pathway in advancing the Chinese way to modernization.Both domestic and international practices in community sports and health governance are driven by the need to comprehensively enhance population quality,emphasizing multi-stakeholder participation and collaboration.These efforts have given rise to three major governance models: government-led,self-governance,and hybrid models,all aimed at addressing the "last-mile" challenge in health governance.In China,community sports and health governance involves the development of a sports and health value chain,the construction of a systematic governance framework,and the innovation of collaborative mechanisms at the community level.Establishing a robust sports and health value chain requires a strong foundation in population quality,supported by resource integration and nested governance strategies.This should be complemented by the promotion of proactive health concepts and the implementation of sports and health policies,with the goal of encouraging widespread engagement in sports and healthy behaviors among community residents.On the basis of clarifying the value of sports and health,the construction of an effective community sports and health governance system must fully consider the relational dynamics among subjects,objects,activities,and the environment within the community context.It is essential to foster positive interactions among these four elements,aiming to achieve coordinated action among stakeholders,full mobilization of target populations,effective implementation of activities,and an enabling environment that provides sufficient support.To realize the fundamental objective of enhancing population quality and building community sports and health models with Chinese characteristics,it is necessary to make innovation in collaborative governance mechanisms involving multiple stakeholders,intergenerational coordination mechanisms focusing on both the elderly and children,sport-event-driven mechanisms,and resident self-governance mechanisms.

    Promoting the integrated construction of Chinese Wushu (martial arts) curriculum with ideological and political education across primary,secondary schools and tertiary institutions is crucial for fulfilling the fundamental task of fostering virtue and nurturing talent,driving high-quality development,and enhancing the connotative growth of ideological and political education in the new era.In terms of goal setting,the aim is to develop a top-level design that promotes unified advancement and differentiated implementation,achieving deep integration of knowledge transmission and value guidance,and constructing a vertically connected and horizontally coherent curriculum structure.Regarding the teaching system,the framework for the Chinese Wushu curriculum includes targeted teaching objectives for different educational stages,teaching content aligned with students' cognitive patterns,pedagogical methods suited to the characteristics of each stage,evaluations based on inter-stage coherence,and comprehensive teaching support systems that aggregate diverse educational forces.Practical strategies for promoting this integrated construction should emphasize long-term orientation and subjectivity,clarify complementary teaching philosophies,grasp systematic characteristics and hierarchical nature to build an integrated textbook system.Also,we should focus on organizational structure and mutual communication to forge collaborative faculty teams,uphold connectivity and openness to establish multi-dimensional shared resource platforms,and look towards overall coordination and long-term effectiveness to create collaborative working mechanisms involving multiple parties.

    The shift from subjectivity to intersubjectivity is an important logical transformation in the construction of a social governance community in the new era.The construction of a social governance community based on intersubjectivity is an innovative practice that transcends traditional subjectivity-based social governance.It not only breaks the limitations of a single subject and transforms the social governance subject from a monolithic to a pluralistic structure,but also dissolves the dualistic thinking of "subject-object," prompting the social governance paradigm to shift from "collaborative governance" to "cooperative governance." Moreover,it overcomes the contradictions in subject interactions and promotes the transformation of the social governance pattern from "joint construction and sharing" to "joint construction,co-governance,and sharing." Under the unprecedented changes of the century,significant and profound transformations have occurred in the global economic,political,cultural,and social fields.Intensified social risks,collisions of diverse cultures,and the information explosion are emerging continuously,posing multiple practical challenges to the construction of an intersubjective social governance community.In particular,these challenges test and confront the cooperative interactions among multiple governance subjects,such as the complex infiltration of diverse values and the dispersion of value consensus among governance subjects,the deepening trend of social individualization that affects the willingness of governance subjects to collaborate,and the weak civic responsibility awareness that undermines the effectiveness of co-governance among subjects.Therefore,to construct an intersubjective social governance community in the new era,it is needed to further implement consultative democracy to enhance equal dialogue and communication among multiple governance subjects,to strengthen technological support to build a positive interactive relationship between the government and society in the information age,to adhere to the combination of virtue and rule of law to create a harmonious and orderly environment for cooperative governance among multiple subjects,and to integrate core values to build consensus on action among multiple governance entities .

    As a socio-pathological phenomenon with a complex generative mechanism,corruption arises from the nested interaction of multiple dimensions: institutional deficiencies in the power operation system,resource misallocation during the economic transition period,the concept of power alienation embedded in traditional culture,and individual behavioral decision-making.In response to this multifaceted challenge,China has established a distinctive governance framework centered on legal systems and supervisory mechanisms.However,with the high-quality development of society and the increasing public awareness of rights,it has become imperative to construct a four-dimensional comprehensive governance system encompassing rule of law,government administration,social justice,and public participation.In terms of the rule of law,the focus should shift from fragmented legislation to systematic legal integration,harmonizing anti-corruption laws with intra-Party regulations,and enhancing both the independence of law enforcement and the application of technological tools.Regarding government management,governance must move from closed operations toward transparency,reconstructing the logic of power operation through mechanisms of governmental openness and compensating for the blind spots of traditional supervision through societal oversight.In the dimension of social justice,the priority should shift from efficiency to fairness and equity,addressing the root causes of corruption by improving social welfare and reforming income distribution.Lastly,in terms of public participation,there is a need to transition from passive responses to active checks and balances,fostering a culture of integrity through civic education,ensuring accessible channels for public supervision,and building a multi-level oversight network.Through institutional integration and coordinated action among various stakeholders,this multidimensional approach aims to enhance the "systemic resilience" of the anti-corruption governance structure,ultimately achieving a paradigm shift from "symptomatic punishment" to "comprehensive,root-cause-oriented governance".

    The theory of the "Chinese nation" constitutes a foundational component of the Communist Party of China's (CPC) ethnic theoretical system.During the first half of the 20th century,the CPC's concept of the "Chinese nation" underwent a process of evolution from ambiguity to increasing clarity.Specifically,around 1920,the term "Chinese nation" was primarily juxtaposed against international imperialism,focusing on the notions of state and citizenry,with an emphasis on the independence and liberation of the entire nation under imperialist constraints.Following the outbreak of the September 18th Incident,the CPC's theoretical reflections and problem-oriented concerns shifted.Although the concept of the "Chinese nation" had not yet been explicitly defined,its meaning began to encompass all ethnic groups in China,including Han,Manchu,Mongolian,Hui,Tibetan,Miao,Li,Yao,Tibetan,Yi,and others,preliminarily reflecting the characteristics of an overarching conceptual framework.The Lugou Bridge Incident in 1937 further catalyzed the CPC's theoretical self-awareness regarding the concept of the Chinese nation.Through the ideological practice of Chinese People's War of Resistance against Japanese Aggression,the CPC explicitly articulated the origins,composition,ethnic characteristics,and historical mission of the "Chinese nation".This development marked a significant leap in the Party's understanding of the unity-in-diversity of the Chinese nation and reflected the adaption of Marxist ethnic theory to China's specific realities.It became the theoretical banner uniting all ethnic groups in China to resist Japanese aggression and achieve ultimate victory.

    Profit-oriented rights protection refers to the practice where actors exploit potential avenues for redress to gain certain benefits under the guise of rights protection.In response to such practices,judicial practice has largely developed an empirical assessment model,which has initially curtailed profit-oriented rights protection efforts,significantly reducing the number of related cases.However,this model's underlying logic prioritizes the evaluation of rights protection actors over the assessment of responsible parties,leading to several shortcomings:conflicts and deficiencies in laws and regulations hinder the effectiveness of control measures;the direct application of existing experiences across all fields in judicial practice raises questions about the appropriateness of classification criteria;and the reversal of judgment bases for punitive damages in related cases may result in extreme scenarios where punitive damages are denied based on the assessment of rights protection actors,thereby absolving responsible parties of liability for their illegal actions.Given a predetermined legality framework,courts should consider evaluating profit-oriented rights protection from both qualitative and quantitative perspectives.Qualitatively,this involves assessing the legitimacy of profit-oriented rights protection,while quantitatively,it entails examining its appropriateness.By adopting a dual-tier evaluation process of "first qualitative,then quantitative",courts can avoid erroneously penalizing legitimate entities due to a lack of legitimacy,prevent excessive gains by rights protection actors resulting from exceeding appropriateness,and ensure that responsible parties are held accountable even when the rights protection is deemed legitimate.

    In the era of the digital economy,the forms of competition and business models are becoming increasingly diverse and complex.The determination of the illegality of online unfair competition increasingly relies on the assessment of business ethics,yet it cannot avoid the legislative,judicial,and compliance dilemmas brought about by the “overgeneralization of morality”.The essence of this dilemma lies in the limitations of existing methods for determining business ethics,particularly in the context of online unfair competition.The rapid evolution of business ethics often conflicts with the stability of the law,and there is a constant tension between subjective justice creation and objective standards of judgment.A feasible solution is to deconstruct traditional standards of business ethics through a tripartite interest-balancing framework based on the interests of operators,consumers,and the public.In determining business ethics in online anti-unfair competition,it is necessary to theoretically recalibrate the protection of operator interests,strengthen consumer interests,and supplement public interests to adjust and balance the degree of protection afforded to these three types of interests.On this basis,the scenarios of B2B (Business-to-Business) and B2C (Business-to-Consumer) should be categorized to identify the primary interest (operator or consumer interest) that needs priority consideration.Subsequently,the other two interests should be comprehensively evaluated,with public interest playing a balancing role,thereby establishing an application paradigm for determining business ethics centered on interest balancing.

    As a core component of Basil Bernstein's sociological thought,code theory transcends the limitations of traditional economic determinism by focusing on the social encoding of language and educational practice.It reveals how education participates in cultural reproduction through the social attributes of linguistic codes,offering a distinctive perspective for understanding educational inequality and the reproduction of social structures.While existing research on educational equity has largely concentrated on macro-level dimensions such as resource allocation and policy design,it often overlooks the micro-level cultural mechanisms embodied in linguistic codes.Drawing upon Foucault's concept of discursive power and Bourdieu's theory of cultural capital,code theory deconstructs the operational logic of linguistic codes in the field of education and their role in reproducing social structure.Key concepts such as "classification","framing","official knowledge",and "explicit versus implicit pedagogy" illuminate the underlying mechanisms at work.The distinction between elaborated and restricted codes reflects disparities in linguistic power; strong classification and strong framing reinforce the authority and legitimacy of official knowledge;and explicit and implicit teaching methods consolidate the cultural capital of different social groups.Thus,through the selection of linguistic codes,distribution of knowledge,and control of pedagogy,education functions as a key medium of cultural reproduction,covertly transmitting cultural advantage and power relations.To promote educational equity,educational practice should recognize and value linguistic and cultural diversity,foster equal dialogue among different discourses,and create inclusive learning environments that challenge structural inequalities.

    Moral education theory originates from moral education practice and provides theoretical guidance and value orientation for addressing the challenges faced in moral education.In an era characterized by globalization,pluralism,and modernization,moral education encounters numerous dilemmas,such as the mismatch between moral norms and their application contexts,widespread disputes over the content and basis of moral norms,and the lack of effective methods for implementing moral education.Against this backdrop,the practitioner-oriented rational moral education theory has emerged.This theory focuses on two core issues of moral education:"what to teach" and "how to teach." From a rationalist perspective,it redefines the goal of moral education as achieving full moral commitment.For reasonable,controversial,and unreasonable moral norms,it proposes corresponding approaches,including moral cultivation,guided moral inquiry,and non-guided moral inquiry,respectively,constructing a classification-based framework for guiding moral education practices based on both content and methodology.Rooted in the soil of Western rationalism,rational moral education theory fosters equality,rule of law,and justice,helping to alleviate the constraints of traditional Chinese moral education,which has long emphasized emotion over reason.Its pursuit of universal values promotes the integration of moral education theory and practice in the new era.

    Guided and propelled by new quality productivity,emerging industries,business models,and new forms of industry are continuously iterating and upgrading,indicating an ever-increasing demand for highly skilled new types of workers.The development of new quality productive forces provides an opportunity to advance the construction of qualification frameworks aimed at cultivating these new types of workers.Consequently,there exists a coupling and interweaving between the development of newquality productive forces and the construction of qualification frameworks.From the perspective of coupling mechanisms,both exhibit intrinsic consistency that promotes bidirectional integration,illustrating that the development of new quality productive forces activates new functionalities within qualification framework construction,while the qualification framework construction offers robust support for the development of new quality productivity.This coupling not only facilitates the coordinated development of technological innovation and talent cultivation but also fosters the deep integration of innovation chains,talent chains,and industrial chains,thereby collectively contributing to high-quality development in China.Currently,the coupling of new quality productive forces development and qualification framework construction faces challenges such as imbalances in the structure of highly skilled talent,lagging vocational qualification systems,and the absence of meta-standards in qualification frameworks.To further enhance this coupling,it is recommended to establish mechanisms for certifying digital learning outcomes,unleashing the value of new types of workers to serve the development of new quality productivity,to build qualification linkage mechanisms to guide new types of workers towards emerging industries,and to construct qualification framework meta-standards to expand the workforce of new types of workers,thereby promoting the development of new quality productive forces.

    In theory,policy refinement is expected to eliminate policy ambiguity.Local governments can progressively achieve clearer policy objectives,better-adapted policy instruments,finer technical standards,and more explicit evaluation criteria by embedding policies into local contexts and detailing tasks layer by layer.However,within complex context,policy ambiguity provides intermediate layer governments with a degree of autonomy,potentially causing them to deviate from the intended path during policy refinement.This deviation is manifested either as the continuation of ambiguity due to insufficient refinement or the imposition of additional burdens due to over-refinement.The formation of such deviations in policy refinement involves four mechanisms: boundary crossing in multi-task scenarios,responsibility shifting in mismatched authority and accountability situations,risk aversion in uncertain conditions,and performance competition in local competitive environments.These factors cause intermediate layer governments to adopt different approaches during policy refinement,ultimately resulting in deviations.While the continuation of ambiguity and the imposition of additional layers can enhance the flexibility of intermediate layer governments in handling uncertainties and prevent bureaucratic execution power decay,they also have negative effects,such as impeding policy actions and increasing primary-level burdens.To address these issues,it is necessary to promote balanced coordination between tasks and resources,establish and improve responsibility lists based on policy powers,enhance the capacity of intermediate layer governments to manage uncertainty risks,and refine the performance evaluation methods.The analysis of the function of policy refinement in mitigating policy ambiguity demonstrates that the relationship between policy refinement and policy clarity is not linear.This finding contributes to a more rational and comprehensive understanding of the role and positioning of policy refinement.
