    The Empirical Study and Evaluation of the Quality of Rural Mutual-aid Elderly Care:Taking Changsha City,Xiangtan City,and Changde City as Samples

    As a new type of social participatory pension model,the quality of rural mutual-aid elderly care is closely related to the welfare level and quality of life of the elderly in rural areas.Based on the structure-process-outcome logic,this study constructs an evaluation index system for the quality of rural mutual-aid elderly care from fourteen aspects,including policy guarantee,institutional environment,infrastructure,and human resources.Analytic hierarchy process,entropy value method and comprehensive evaluation index are employed to give an empirical investigation and evaluation on the quality of rural mutual-aid elderly care.The results show that the input and allocation of structural resources is the dominant factor for the quality of rural mutual-aid elderly care at present.Human resources,service accessibility,service matching,and institutional guarantee are important levers to promote the quality of rural mutual-aid elderly care.The operational efficiency and environment of mutual-aid points contribute weakly to service quality.The overall quality of rural mutual-aid elderly care is not high and the service quality of mutual-aid points varies more obviously along different dimensions.The feasible paths to promote the high-quality development of rural mutual-aid elderly care include guaranteeing the investment of resources to improve the quality of basic services,enhancing the effective matching of service supply and demand in a demand-oriented manner,and taking into account the social and economic effects.

    Impact and Response:A Study on the Adaptive Reform of Pension Insurance for Urban and Rural Residents in the Digital Economy Era

    The digital economy has brought about changes in employment way and the emergence of new employment forms.While this change facilitates employment,it also has a serious impact on social pension insurance participation:first,the non-standardization of labor brings obstacles to insurance participation;second,the unstable employment brings fluctuations in income,which reduces the ability to participate in insurance and payment.Most employees in new business formats have to choose to participate in pension insurance for urban and rural residents in their places of origin.At the same time,urban and rural residents' pension insurance also has its own problems,such as low basic pension treatment standards and insufficient incentives for pension payment in personal accounts.The "internal worries" of the system and the "external troubles" caused by the impact of new business formats calls for an urgent need of adaptive reform.That is,on the basis of separating basic pensions and personal account pensions,it is recommended to upgrade the basic pension to the inclusive non-contributory pension,optimize the contribution incentive of the personal account pension,ensure that the system can achieve the policy objectives,and then promote the construction of China's multi-level and multi-pillar pension security system.

    Responsive Regulation:Practical Strategies for Effective Regulation of Network Social Organizations

    Network social organizations are new means and carriers for people to express their interests,carry out voluntary activities,and participate in social supervision.The existing regulatory approaches to network social organizations adopt a bottom-line regulatory model,which leads to a series of problems such as the insufficient cohesion of regulatory subjects,lack of overall regulatory concepts,obvious coarseness of regulatory methods,and vague regulatory targets,seriously restricting the effective functioning of network social organizations in public services.Responsive regulation,as a new regulatory paradigm,has unique characteristics in response,shaping,coordination,and relational aspects,which are suitable for regulating network social organizations and can break through the efficacy dilemma of traditional regulatory models.Based on this,regulatory authorities should focus on four dimensions:smart regulation,differentiated treatment,collaborative regulation,and negotiated response,to construct a multi-subject coordination mechanism,reconstruct responsiveness regulatory concepts,reduce technical constraints on regulatory methods,effectively identify the needs of regulatory targets,and continuously promote effective regulation of network social organizations to better adapt to the needs of modern society and achieve modernization of the governance system and capacity of network social organizations.

    Exploration and Empirical Test of the Mechanism of Human-machine Collaboration Impact on Employment Quality

    The human-machine collaboration mode is a new working mode that combines human intelligence and artificial intelligence.It is an effective integration of technological progress and human capital,and has a profound impact on labor employment.This study, focusing on workers' subjective evaluation of employment quality,taking 271 employees who have implemented artificial intelligence technology or equipment as samples,using human-machine collaboration degree as independent variable,builds a regulated chain intermediary model,and examines workers' emotional experience and cognitive attitude towards artificial intelligence application from a micro level.It is found that the degree of human-machine collaboration helps to improve worker job satisfaction,which is mainly achieved through the indirect effect of self-efficacy and career adaptability,and work autonomy significantly moderates the above pathways.This indicates that in intelligent work environment, factors with different attributes have different impact mechanisms and transmission pathways for workers' subjective evaluation of employment quality,and that work autonomy,as a work characteristic,has a variable impact on it.Therefore, by improving the legal system to introduce relevant policies to standardize the employment structure,weaving dense social security networks to secure the bottom line of people's livelihood,and increasing publicity and popularization to guide workers to establish correct cognition,we can form a harmonious and complementary human-machine relationship, prevent and resolve potential unemployment risks,improve workers' sense of gain and satisfaction,and achieve a benign coupling between the progress of artificial intelligence technology and the scale and structure of employment.

    The Alleviating Effect of Medical Insurance on Relative Poverty—Based on the Four Issues of CFPS Data

    Using the data of China Family Panel Studies (CFPS) in 2012,2014,2016 and 2018,this paper makes an empirical study on the alleviating effect of medical insurance on relative poverty.The results show that medical insurance can effectively alleviate the relative poverty of residents.Under the relative poverty lines of 40%,50% and 60% of the median household income,the probability of residents falling into relative poverty by participating in medical insurance can be reduced by 3.9%,4.6% and 4.8%,respectively.The effect of medical insurance on alleviating relative poverty is heterogeneous:the eastern region is weaker than the central and western regions,the rural area is stronger than the city,and the middle-aged group is stronger than the young group.Mechanism analysis shows that residents can improve their health and increase non-medical consumption expenditure so as to reduce the risk of falling into relative poverty by participating in medical insurance,and the good education of residents can further strengthen the alleviating effect of medical insurance on relative poverty.In order to give full play to the effect of medical insurance in alleviating relative poverty of residents,we should further increase public finance to medical insurance,speed up national overall planning mechanism of medical insurance fund,and actively promote "Healthy China" strategy and the "aging-oriented" reform of the medical insurance system.

    The Development of China’s Digital Government Service Industry and the Solution to Its Problems –An Investigation Centered on Administrative Intelligent Decision-making

    With the acceleration of scientific and technological revolution and industrial change, the information technology of a new generation and administrative governance are deeply integrated, forming a new development pattern of digital government service industry. Administrative intelligent decision-making is characterized by intelligent concentration, decision-making initiative, self-adaptation and distribution, which can make proactive decisions and respond to complex decisions rapidly. Highly adaptive and able to expand decision-making scenarios continuously, it is an important part of building a collaborative and efficient digital government system. The system of digital government service industry in China, centered on administrative intelligent decision-making, can be divided into core industry, supporting industry, ancillary industry and derivative industry, all of which have entered a growing period of industrial development, forming an intelligent technology ecosystem and further evolving a new model of administrative intelligent decision-making. However, problems are also obvious in the development, such as insufficient investment in basic innovation, prominent structural contradiction between supply and demand, incomplete industrial chain, insufficient policy implementation, strict data collection, lack of high-end technical personnel, and so on. In order to promote the healthy, orderly and sustainable development of digital government service industry in China, we need to solve the problems from the aspects of top-level design, guidance mechanism, industrial environment, regulatory system and legal constraints, and so on.

    The Impact of Frustration Experience on the Public Sense of Security—Analysis Based on Survey Data from 10 Megacities

    Public sense of security is an important index to measure urban public security and evaluate the effect of government on urban public security governance.Based on the "frustration-aggression" theory and the differentiated trust mechanismmodel,this paper constructs a path of the impact of frustration experience on the public sense of security,and adopts the data of "2019 New Era Living Conditions Survey of Megacities" to conduct an empirical study.It is found that the public sense of security presents two dimensions of individual sense of security and social sense of security.The public frustration experience directly reduces the social sense of security,and both the individual sense of security and social sense of security are reduced by reducing government trust,policy identification and sense of social justice.Government trust,policy identification and social justice have differentiated effects on the influence path of public sense of security.Among them,there are "symmetry principle" of government trust and "asymmetry principle" of policy identification in the influence path of social security.The sense of social justice has become an important bridge for frustration experience to reduce individual sense of security and social sense of security.Therefore,it is of great practical significance to cultivate a risk communication mechanism,expand access to policy information,enhance the public's ability to perceive policies,and build a risk sharing and benefit distribution mechanism to ensure the public sense of security.

    The frequent occurrence of natural disasters in ethnic minority regions that have been lifted out of poverty has become a major task for poverty alleviation and rural revitalization in the new era.Natural disasters under the influence of multiple factors such as meteorology,geology,topography and human activities generally lead to a high risk of relapse into poverty for disaster-prone rural households.The root of their vulnerability lies in the shortage and incomplete of coping capital stock composed of natural capital,public capital,physical capital,human capital,social capital and financial capital.Under the historical trend of the transition to resilient governance,the governance of disasters and relapse into poverty should return to people-oriented paradigm.Through the system design and process reengineering,we can cultivate and build "resilient small farmers" and "resilient villages",comprehensively and continuously improve the stock of disaster capital and structured disaster response capacity of disaster-prone farmers,so as to fundamentally curb the problem of relapse into  poverty.

    Can Three Auditor Signatures Restrain Corporate Violations?—An Empirical Analysis of A-Share Listed Companies during 2010-2019

    Using the signature data of three auditors,this paper examines the economic consequences of the signatures of three auditors from the perspective of enterprise violations.It is found that the signatures of three auditors significantly suppressed corporate violations,and the above results are still valid after controlling possible endogenous problems.The inhibitory effect of the signatures of the three auditors on enterprise violations is more significant in the enterprises with lower auditor industry exper-tise and higher agency costs,but there is no significant difference in the enterprises with different pro-perty rights.The function path test finds that the signatures of the three auditors suppress the violations of the enterprise by improving the quality of internal control.The economic consequence test finds that the signatures of the three auditors suppress the violation of the enterprise,but increase the audit cost in the future period.The research conclusion expands the research perspective of auditor behavior characteristics,contributes to a comprehensive understanding of the economic consequences of the signature of the three auditors,and also provides a new idea and reference for how to effectively restrain enterprise violations.

    The industrial cooperation between the east and the west is an effective exploration and important way for the country to solve the problem of insufficient and unbalanced regional development and finally realize common prosperity in the new development stage,and it is also a concrete practical achievement of the country constantly adjusting and optimizing the relationship between the government and the market.The industrial cooperation between the eastern and western regions has formed many types,such as asset income type,production and marketing cooperation type and order production type,and the logic and mechanism of its sustained and effective operation are mainly conscious recognition,scientific assessment and balance of interests.In order to improve the quality and efficiency of the industrial cooperation between the eastern and western regions,we should correctly handle the relationship between the government and the market,efficiency and fairness,and make beneficial explorations from the aspectsof strengthening the government's macro-guidance,encouraging enterprise innovation and forming social independent participation.

    A Study on the Spatial Heterogeneity of County Tourism Economy in Wuling Mountain Area

    It is found that the overall level of county tourism economic development in Wuling Mountain area is low and its spatial distribution shows strong spatial dependence.From the perspective of the whole Wuling Mountain area,the endowment of tourism resources and the level of local economic development have an obvious positive effect on the development of tourism economy,but the role of transportation infrastructure is not significant.From a local point of view,county tourism has significant spatial heterogeneity:Hubei is the least sensitive to the influence of natural tourism resources;Chongqing,Guizhou and some counties (cities) of Shaoyang are less affected by human tourism resources;the impact of highway density on local tourism economic development is not obvious;the role of local economic development is quite different,and the economic driving role of Hunan is obviously weak.In order to promote the high-quality development of county tourism,Wuling Mountain area should take Zhangjiajie as the leader to build a regional tourism hierarchy,promote the deep integration and development of cultural tourism,accelerate the interconnection of transportation infrastructure,and effectively improve the spatial competitiveness of regional tourism.

    The subjects of rural social communication,including the cadres stationed in the village,through reasonable communication behavior,have realized common language understanding,united common consciousness andbuilt common norms,thus established a reasonable "life world" and achieved the integration of the government and the rural society.The practical experience of poverty alleviation of cadres stationed in villages shows that eliminating disharmonious factors in rural society and establishing a reasonable basis for effective communication play an important role in consolidating the achievements of poverty alleviation in ethnic minority areas and effectively connecting rural revitalization.However,at present,there are still some problems in the communication practice of the cadres stationed in the village,such as mistrust,misunderstanding,lack of support,flexible embedment into the rigid system,and the behavior alienation of the object of communication,which have become obstacles to their leadership and participation in rural revitalization.Therefore,it is required to optimize the communication mode of the cadres stationed in the village,improve the work quality and efficiency,promote the positive interaction among the subjects of communication in the rural society,gather the rural consensus and standardize the social order in the countryside,and reshape the benign relationship between the subjects of rural social communication in order to speed up the efficient connection between poverty alleviation and rural revitalization.

    "Project entering into village" is not only an important variable in which the state power is embedded in rural social governance since this century,but also an importantchannel to reshape the national resource distribution system.Under the current system of resources going to the countryside,the "project system" of rural public service has constructed a set of "fine" system for the distribution,management and transportation of public goods,which ensures the high efficiency of the state intention to project rural areas.However,at the same time,it also reduces the attention to the actual aspects of rural areas,resulting in the unexpected consequences of "weakening public services",such as the disconnection of product supply and demand,replacement of service objectives,and the weakening of endogenous service capacity.In this regard,to clarify the "precise" supply logic of public services related to the values of "demand identification","directional allocation" and "long-term management" is of practical significance to improve the effect of "project entering into village".At present,the "precise" supply of rural public services should not only promote the existing evaluation methods and multiple participation models of service resources,but also the innovation of digital empowerment and endogenous mechanism of public services,so as to achieve the organic combination of "fine process" and "precise results".

    The People-centered Concept of Administrative Fairness and Its Construction Path

    The construction of the concept of administrative fairness in China takes "people as the center" as the logical starting point.This is the inherent requirement of multiple logic,such as Marxist fairness theory,the Party's pursuit of administrative fairness and the publicity of government,and so on.The people-centered concept of administrative fairness consists of three elements:fair opportunities to meet the needs of people's development,fair procedures to treat the people fairly,and fair results to realize the core interests of the people.It transcends the administrative fairness view of the new public administration paradigm by emphasizing the people's value of public administration,and its construction path can be explored from three dimensions:individual,system and culture.Specifically,it includes strengthening the individual's recognition of the concept of administrative fairness,strengthening the education of individual administrative fairness,constructing the institutional restraint system of fair administration and creating a cultural environment for fair administration.

    Spatio-temporal Pattern and Trend Prediction of Coordinated Development of Tourism Urbanization and Social Governance:A Case Study of Zhangjiajie City

    Using the coupling coordination model,center of gravity-standard deviation ellipse,spatial trend surface and modified grey Markov prediction model,this paper studies the spatial and temporal pattern and trend prediction of the coordinated development of tourism urbanization and social governance in Zhangjiajie city from 2009 to 2020.The followings are results we found.(1) The level of tourism urbanization in Zhangjiajie city first increased and then decreased from 2009 to 2020,while the comprehensive development level of social governance showed a small fluctuation,and the growth rate was relatively weak,which followed the development of tourism urbanization.(2) The degree of coupling coordination between tourism urbanization and social governance showed an upward trend at first and then a downward trend,and experienced a coupling type transformation process of general imbalance,bare coordination,primary coordination,good coordination and primary coordination,with obvious characteristics of advanced tourism urbanization.From the perspective of spatial differentiation,the coupling coordination degree between tourism urbanization and social governance firstly expands and then contracts in the east-west and north-south directions,showing the development trend of gathering in Wulingyuan District.(3) The obstacle degree of tourism urbanization system is less than that of social governance system.From the average index obstacle degree,the proportion of output value of tertiary industry,the proportion of employed population in tertiary industry,the proportion of tourism income to GDP,the number of tourists,and the traffic accident mortality per 10,000 people shows a declining order.(4) In the next ten years,the coupling coordination degree between tourism urbanization and social governance in Zhangjiajie City will continue to rise,but it will decline in 2026,and finally it will be in the stage of high-quality coupling coordination in 2028.
